Hard Drive in BIOS not in windows

I have 2 HDs in a machine I am building, they are both recognized in the BIOS, but not in windows. I have win 2k. I have checked to make sure that the plugs are in correctly and pins are set right master/slave. I go to "my comp" and only one drive shows up.

Anyone heard of this?
 
No, but how can I format it when there is no letter assigned to the drive?
 
Thanks for your help. I put in the windows 2k disk and particianed the space, then I was able to recognize it in windows. Once in windows, it was very easy to format.

FYI:

Windows is multitasking. This is something you don't want when formatting or partitioning...
Even when you give the command from within windows, windows will disable multitasking
