I have a Western Digital 40 Gig hdd that no longer boots to windows.. only boots to a command prompt in protected mode...

I can do a Dos dir and see the files that I want to recover..

Efforts to run the System recovery CD fail as I cannot write system files to the Hard Drive. Efforts to run scanreg /restore fail as the HIMEM.SYS file does not load in Dos protected mode...I need useful information on how to safely recover a 19 meg file without spending a lot of time chasing dead ends..

I'm planning to install a new drive and set it as the master and connect the bad drive as the slave and then use a dos copy command to pull the data to the new drive..

any ideas or advice?

Try erd commander. Boot up from the CD and restore the system files that are missing. It will also fix your registry if there is a problem. Call them and ask to see if they will send you an eval or maybe you can download it.

Good luck.
