GTE xdsl frame relay

I currently have GTE(telco) and a 3rd party ISP providing my dsl connection. Now if you have ever had dsl or worked with it before you know that if you upgrade your service you have to first go through the telco then then the isp.
Now my question is , if gte has me setup for 768/128 and my isp has me setup for 768/768 will i see any difference in my speeds or is the frame relay switches provided by gte capped for the upload transmittion.Any help would be great.
 
I believ the Frame Relay's CIR (Committed Infrmation Rate) will remain the same, no matter what your ISP does, until GTE changes it or promises a higher rate.
