Groupwise 6 Installation Error

I am new to Novell and GroupWise. Trying to install a GroupWise 6 system on a Netware 6 server. I followed all directions, but get a message saying GroupWise installation not successful. This message appears while trying to add the post office. I checked Novell's site as to possible causes and checked my end of it but all checks out fine. Any suggestions?

Yes, the domain is created.

What it is not being created is the NDS counterpart to the Post office. I have removed and reinstalled and still nothing. I can't think of anything I am doing or not doing to cause it not to install successfully.
