Grouping in a Query

I need to use a query for a mail merge, and I need to group records by Tax-ID.

What is the best way to do this?

Sort by date Sort by votes
What is YOUR meaning of grouping ?
One record for each different Tax-ID (aggregation) ?
All records with same Tax-ID together (sort) ?
