Group to print on next page if no detail prints on current page 1

I have a report that consists of group header and detail. I would like to print the group header on the next page if
no detail is printed on the current page.

Here's some sample data :-

GH1 California
D San Diego
D Los Angeles
D San Francisco
GH1 Texas
D San Antonio
D Dallas
D Houston
GH1 Florida
D Miami
D Ft. Lauderdale
D Orlando

So let's say a page can only fit in 9 rows at a time. So that means that Florida will be printed on the same page as California and Texas. However, Florida's details print on the next page. I would like to have Florida Printed on the next page as it's details. Maximizing the 9 rows for printing is also a requirement so I cannot do a "Keep Together" on group.

Appreciate any assistance.
