Group policy for regional settings

Hello everyone, does anyone know how to set up a group policy to freeze the regional settings for all users ie even if a new user logs in?
 
Are you talking about a MS network? group policy
Or a standalone station? local policy

The PCs log on to a domain. However different users log on every day and some of them do not have a clue how to change regional settings.
 
Assuming you are an administrator, this is/will be aet as a GPO for the domain or by user as you determine. Depends on what you have currently established.
