Group Policy applying to SOME users but not all...

HELP! I'm having trouble with our Win2k server in that i've created some users(i'm a novice by the way!) in an Organisational Container and applied a policy called General Policy to that container. However, the policy is only applying to a couple of users and there are about 30 in there. What have i done wrong and how can i fix it? It's a burden is this and whne i get it sorted i'll be a LOT happier!!!!!

Oh right i shall check that...where do i look? Is it in the SECURITY of the GROUP POLICY? And do i have to add each user to that group or do i add the users to a SEPERATE group and give THAT group the READ and APPLY permissions??? I'm sorry but i'm pretty new to this...
 
often the issue is because of licensing-- check youve got sufficient licenses- well in fact- try stopping the license logging service and see if it changes anything.

To check the permissions, Right-click the Policy name and choose properties. Under the Security Tab, verify that the group in question is there and has Read and Apply Group Policy. Also check if they are in any other groups, there may be a conflict...
