We currently have 2 ground start lines entering our nortel option11c. The local phone company has been doing a city wide conversion to a "fiber to home project" and now our hospital is due for the conversion and will be converting to a fiber access. The phone company said that we will have to convert from a ground start to a loop start and were concerned on how this would affect the phone system. Will this require a hardware change to our system or just some programming revisions to handle how these 2 main lines come into our pbx? I would like to get an idea of what to expect so we can plan ahead for support since this is a little beyond my telephony knowledge.

Should be just a software change.
Just curious you said thes 2 trunks are your main lines, are they answered by a person or by a mail system?

They are answered by a person and if the line is busy then the call rolls over to a T1 trunk and hunts until the call is picked up at the desk.

Usually loop start is for key systems and ground start is for PBX. The tariff is also different. In the past most Telco’s required ground start for pbx’s too. I would question the local phone company as why they can’t provide ground start trunks. I also am asking for a price reduction too!

I would lobby for ground start trunks! The change on your end is a simple one, but loop start lines in an Opt11 are almost always trouble.
If those lines ever hit voicemail you are going to run in to disconnect issues and tied up ports.
