Ground Start "chunking" noise

Got a little issue here with a ground start trunk for a customer's 911 outbound calls. When you hit the ACOD for the 911 route - you hear a chunking sound for a few seconds, then it gives up and goes to ENTR 1 for their 911 RLI.

No problems with the circuit at the demarc - can ground start it just fine on my buttset - so no problems there. So tried tossing it to telco - they didn't find anything. Tried a different port in the trunk card - no luck. Tried another port in another trunk card - no luck. Bypassed the DEES powerfail switch - no luck. So kinda scratching my head on this one.

Once in a while I'll get a TRK154 error when hitting the ACOD for this trunk - but disabling/enabling the port fixes that (polarity on the trunk is fine).

Other ground start trunks in the system seem to be working just fine.

Any ideas on where to go with this?

How is it getting to an RLI for their 911 Calls if you are dialing the ACOD for route 9?
 
I would also move a good working trunk to that TN and see what happens. My guess is the trouble is with Telco, I bet the milliamps are low
