Gray Screen when logon to W2K3 TS

When an ordinary user logs onto my Windows 2003 Terminal Server all they see is a gray screen.
I have to disconnect them from the Terminal Server Manager. If I move Domain Users to the Administrator group everything works fine but I don't want to do that.

I have set-up Terminal Server & TS Licensing on the same server but the Licensing server isn't giving out licenses.

Domain Users are part of the Remote Desktop Users group. They have access under local policies to logon locally and allow logon to Terminal Server.

It must be a permissions issue but I just can't figure it out.

Any ideas?
 
Just an idea..

In your Administrative Tools, open Termianl Services Configuration and RIGHT click the RDP in the right pane, go to Properties and check the Permission tab. Remote Destop Users should have at least User Access and Guest Access. Also, I'd try putting Domain users in there with the same permission.

Is there anykind of error in your event log? If there is, I'm guessing it might say something about Licensing.. but maybe not..

but I had already these permissions set-up. I am not getting any errors in the event log.
 
Check their startup script. If it doesn't run to completion, it may hang. This will cause windows to not complete the logon process. I had a very similar problem when I managed Windows 2000 Terminal Servers.

For an easy way to check if this is the case...

After the user logs on, logon as administrator from another session, and kill the process for their startup script. If this is the problem, the client will continue the logon process.
