If you use the SSTab control in 'Microsoft Tabbed Dialog Control', you can set the picture for the tab.
If you don't have a reference to the Tabbed Dialog Control, you can add it by pressing CTRL-T from within the VB IDE. Scroll down to 'Microsoft Tabbed Dialog Control' and select it. In the component window, there will now be an SSTab control. Drop it on to your form, Right-click and choose properties. There will be a tab across the top of the form labeled 'Picture'. Click the tab and set the picture.
Hope this helps.

I have looked at that and it only adds the images to the tab itself and not the section that were the controls sit.
i.e. you have the tabs accross the top and underneath the tab you have the area where you put your controls for each tab. It is that area that also needs to be graphical.
Sorry that I misunderstood. You could try placing a picture box or image control on the tab. then you could put any image you want in there. You can also place other controls within the picture box that is within the tab control.
Does this help?
