Graphic Quality when moving Frame 1

Hi

Someone please explain that why a graphic will look poor
when all i've done is move it to a different frame? If I keep
the graphic on frame 1 it looks fine when I publish the movie.
If I put it on say frame 2 and publish the graphic is very poor quality.


Please help as this is very important!

Just add the exact following on the first frame...

_quality = "BEST";
