Granting User Privilage

I am using oracle enterprise manager console. Below is the case


User1 User2
------ -----
Tablespace1
Tablespace2

I logging in as SYSTEM and I wish to grant user2 the privilage to insert, update and delete data in Tablespace 1&2 belonging to user1. But everytime I try do so, I get a prompt saying I don't have sufficient privilage. What do I do so that I (SYSTEM)can have the privilage to grant the permissions? Previously I log in as user1 to grant user2.
 
try with user SYS or with the owner of tablespaces
 
The grants on the objects may be issued by object owner or somebody already granted this right WITH ADMIN OPTION. Though I'm not sure you my GRANT rights on TABLESPACE (only quota). Regards, Dima
