Granting access to forms library? How? 1

My team has created a series of Outlook forms for use in our organization. They're pretty much just templates for various HTML emails we send out as responses to various inquiries.

I've saved the forms to my "User Templates in File System" during testing. But now that everything's baked, when I try to publish them to the "Organizational Forms Library", I get the error "An error occurred while going to this folder" (simply selecting the folder in the "Look in" dropdown).

Is there something that we have to do to activate the organizational forms library? Or is this just a permissions issue? And if it's a permissions issue, how does one go about granting permissions to (limited) users to publish forms to this library (while maintaining organization-wide permissions to *use* them)?

Anyone have any insight or ideas?
Or... is there a better way to accomplish canned templates that are accessible company-wide without a lot of local login scripts, etc?

Thanks gosemer, that was a big help. The library appears to have never been created. I created it... but now it does look like I'm running into is a permissions issue.

Microsoft's knowledgebase states that the user must be given permission to publish forms to the Organizational library... but it's never clear as to how that's accomplished.

Any ideas?
