GP's restricting download from HTTPS site

I have just inherited a site that is tightly tied down by group policies. One of my problems is that I cannot find the option to allow users to view pdf files on a secure (HTTPS) site while browsing the net. Non secure site are fine. Does anyone have any idea .

Talcs, what policy allows them to view PDF's from non-secured sites even though Group Policy doesn't allow them to download? My problem is that because of Group Policy our users can't view PDF's at all unless I enable downloading which I don't want to do. Any help is apprecaited.
