Global Web Proposal questions (CMS?)

Hello there,
I'm working on a brief Web Proposal for a global company. I know they need some sort of CMS to empower a variety of people in the company to post and update news and articles, ect.

I'm looking for a some sort of software that I can install that can use templating, and MSSQL and have several levels of user permissions (like editors/writers/admins).

I honestly don't know what terms I should be searching for. I'd like something that is fairly robust, but has support for adding custom modules as needed. It'll need to have all sorts of global/multi-language support.

Can anyone point me in the right direction? I've been googling and searhing, but think it's possible I'm looking with the wrong terms.

I'm sure that Microsoft would love for you to dive into their .Net recommendation, whatever that is...

I'm a linux and open source software bigot myself, so I'll refer you to a few sites that support projects:

I'm not sure I can trust this to open source, as the company has all win machines, and no one to support linux/unix solutions. It needs to be robust and stable.

Personally I like open source, if the product works well enough, installs easy enough and does all we ask, it may be a viable solution. But I don't know which ones are either.

looks like it would do most of the things i'm looking for but currently does not use db, and will only use mysql starting this fall, with no plans to introduce MSSQL. Are there similar products that do use MSSQL for win machines?

A friend suggested , but I don't know much about it and the website is vague.

I don't personally know much about .net, but I would be open to similar solutions from microsoft as well.

Just not entirely certain what I'm looking for.

Well Bro, sounds like you need to make a shopping list of functionality, scalability, and (non-)constraints about your OS, support, and user-facing elements.

Otherwise you're still going to be stuck fishing like you are now....

I'm sorry, I've never done a proposal like this before, so you can understand my confusion. I'm open to suggestions. I'm also quite limited on time to submit this. (less than a week now)

They are asking me for time, money, hardware and software considerations.

So, it looks like I'm looking for a cms product that can run on win machines, with a MSSQL backend, uses templating, xhtml, css, can have an integrated search system, some sort of online sales component perhaps.

Yes I'm fishing. I need aid, and don't know what direction to be looking.

If I could find the products, it'd be easier to see if they'd work or not. (I could go through my list and see)

Thanks for giving this a look. Do you know any tek-tippers that might have an idea on this sort of thing?

Give a friend of mine a jingle too, he's not a Windows guy, but he's been around the block and might have ideas/shortcuts to ease the decision...
