Users with Blackberrys automatically get updates to their Blackberry Contacts when they change Contacts in Outlook on their desktop. When we gave everyone Blackberries I imported the company's cell phone list into each user's Contacts folder.

Over time, as cell phone numbers change I need to update those contacts automatically but there doesn't seem to be a way to do it.

Is there a way to add a Public Folder or a shared global contacts folder in Exchange that contains contacts that will be accesible from the Blackberrys automatically?

Yup, there is.

From the Intellisync settings, You can use the Configure PIM button to access more options.

With the Address Book entry highlighted, click on the Choose button in the upper-right corner of this window.

In the Choose Translator window that appears, you will see the user's personal contacts list already selected. You can use the Browse button to add the public list (or any other). I recommend you leave the personal list ad being the default one.

The only problem now is that users will need to remove all the corporate contacts from the personal list so as to not have double entries on their handhelds.
