I am replaceing the 1st ever win 2000 ADC with the Global catalog housed on it with a new updated 2003 ADC. How do I move the global catalogs off of the server on to the 2003 server?
 
You will first need to promote a 2003 server to a Domain Controller. If this is the first 2003 server to become a DC you need to run two commands from a DC first.

ADPREP.EXE /FORESTPREP
ADPREP.EXE /DOMAINPREP

You will find the ADPREP utiity on the Windows 2003 CD.

Allow time for replication, I'd even suggest doing this a day or two in advance of beinging the 2003 server up as a DC.

You are then ready to run DCPROMO to make the 2003 server a DC. Be sure to choose "an additional DC in an existing forest."

You can then go into AD Sites and Services. Drill down to the server. Go to NTDS Connections. Right click and check the box to make the server a GC.

Again wait for replication.

You can then reverse the GC selection process on the other server if you need to.

If you plan on decomissioning the 2000 server, make sure it does not hold any FSMO roles. Easiest to find that out by running NETDOM QUERY FSMO from a command line (requires that you have installed the 2003 resouce kit utilities available for free download from microsoft.com). If the server is a FSMO role holder you will need to first transfer the roles.
