Global catalog server

I keep getting the error cannot find global catalog server. I have 2 DC on the network. However, after a lightning strike they do not want to communicate with each other even though they were on battery back up. Now I cannot even demote the second DC from the net. The domain users cannot logon since they are not authenticated. How do I fix the problem?
 
First, why are u attempting to demote the second domain controller? It is possible you are having communication problems. Have u;
- Checked the event log on the DCs
- Verified connectivity
- Ran DCDIAG to review problems with the domain
- Are both DCs configured as a global catalog server? If you only have one and can't connect to it.. then this is the result you'll get

Before doing anything drastic, verify the above.
 
I checked the cables and switches and they are ok. I ran ipscan and all the computers show their IP. I am trying the demote the BDC (old term) in Win2003 since the PDC keeps on giving messages that it cannot get information from the BDC. However, after removing the Kerberos KDC in services and rebooting the BDC, I was able to have the 2 servers communicate. However, it still did not solve the problem that most of the users on the lan cannot login.
 
I Checked the event log on the DC and got mostly login and DNS errors. I verified connectivity.
I ran DCDIAG and about 10 other utilities in Win2003 tools.

Should both DCs be configured as a global catalog server? I only have one configured as a global server.
