Global Catalog server for Exchange server

I have two DCs ( both of them are the ADS Global Catalog server) and one Exchange 2000 server on my network. Whenever I restart or shutdown one of the DCs ( not the Master roles one), users on the network always expenerice outlook freeze problem when they try to send an email at the same time.

I think this is something to do with the Global Catalog server.

My question is, since there is one Global Catalog server avaiable on the network, why outlook/Exchange can not 'see' it.

right click exchange server in ESM, check dsaccess tab, what's GC info there? u need to confirm it is pointing to at least one GC. right?

We have also seen this issue numerous times within our environment, even with GC's that supposedly do not have anything pointing at them for catalog services. Pretty much what I got from M$ was, "really? It should not do that."

In examining the event logs from around the time do you see anything striking? My guess is that this may just be unavoidable since I have seen this behavior fairly consistently accross many environments.
