Global Catalog server for Exchange server

I have two DCs ( both of them are the ADS Global Catalog server) and one Exchange 2000 server on my network. Whenever I restart or shutdown one of the DCs ( not the Master roles one), users on the network always expenerice outlook freeze problem when they try to send an email at the same time.

I think this is something to do with the Global Catalog server.

My question is, since there is a Global Catalog server avaiable on the network, why outlook/Exchange can not see it.

u may want to right click your exchange server properties in ESM console and go Dir Access tab and to see if this exchange server only look for one GC, it suppose to contact 2 GCs for redundcy.
