Hopefully this is a simple question.

My boss has given me a list of 20 email addresses of people she deals with, she would like me to create a Distribution List containing these email addresses so that anyone in the company can email to the entire list.

How would I add these people onto my Email server?

I'm new in the Exchange World, but I think that the solution you are looking for is:

Once you have created a new Contacts Book (with the client Outlook) in the Public Folders, the next step is to access the properties of the new Contacts Folder and the go to the Outlook Address Book tab and mark the Show the folder as the contacts book (or something like this).

But then can that be accessed through the new message option, so that it would seem to be the same as the Personal Address Book?
 
If these people do not have email accounts on your Exchange server you will need to set them up as 'custom recipients' before you create your Distribution List. To do this go to Exchange Administrator and select File, New Custom Recipient, Internet Address, and add the appropriate details. Then just go to File, New Distribution List and add the custom recipients you just created into the Distribution list. You can also assign an email address of your choice to the list. Hope this helps.

I'm guessing here but I assume you are talking external email address, in which case you would add them as custom recipients (I normally add a new recipients container for CR's just to keep things tidy) and then create a distribution list which contains those twenty. If this is not the case let me have more info and I'm sure I will be able to help.

I would make them custom recipients and then create a distribution list and add each new recipient into that list.
 
Well the overwhelming majority seems to be that I must create a custom recipient, which does work.

You can't create two custom recipients though with the same email address. I know you should have no reason to but we did.

Not to much of a problem though.
