To give specific users the rights to add machines to a NT4 domain:-
load user manager
From 'Policies' menu select 'User rights'
Tick 'Show advanced user rights' box in bottom left of window
Click drop down arrow to right of 'Right' box
Select 'Add machines to domain'
Add users/groups that you want to have this right.
Click OK & the relevant users will now be able to add machines - but not do anything else.

Hope this helps
Dave
