Give full Access to COLs to a Sta #, NEC Electra Pro Level I

I've been studying the programming section of the manual, to allow a user Free Dialing.

But I can't seem to find the reference to "Is Line Restriction Free? MB 3-12" shown in the flow chart.

I simply need to give full COL access (Free dialing) to Sta #23 (or any future station).

Any advice appreciated.
Please be specific, details.

Set the station to toll class 0 (no restriction) in MB's 4-21 (day) and 4-22 (night).
