Is there default Give Controlled Broadcast, say 25 seconds,

Not sure about your question.

Is it the length of the announcement or is it the length of the delay before the announcement?

If you happen to mean the waiting time spent to queue additional GBC commands, it's 10 seconds.
It can be changed through the Global Settings of the IVR ACD-DN window of the Symposium fat client.
