Ghosts on Ext # 17

I have a Parnter ACS with a Messaging Board using a 2 port PCM card. Ext #17 was out calling and seizing all lines so I cancelled all outcalling privileges for this extension and physically removed the station set from the system.
Now Ext #17 is calling other extensions on the intercom and loading up these extesions with bogus voice mails. Looking for help on the next step. Is it the PCM card or the messaging board or the ACS?
 
Do you have a physical phone on Ext. 17? Or is that an empty port.

If you have something connected to 17, there is probably a bad phone or short in the wiring. If 17 is empty, and its calling other extensions on the intercom, it is a bad port, and there's no programming that's going to prevent it from intercoming.
 
Thanks TouchTone Tommy. There is no physical station set attached at this time. The intercomm symtom occurs without a physical station set on Ext #17 port. Is there any way to "hardwire" the port out of service, with a looping plug for example, or do I just have to replace the module the port resides on?
 
I assume you've done this but have you reset the system reseat to the module
 
locg, I have in fact removed all the cards after a power down. Prior to the power down I loaded the off box stored images for the ACS and the messaging module into the memory of the modules. Prior to the restart all cards were pulled and visually inspected along their connections then reseated.
The system was powered up and ran for about ten days, then the ghost reappeared by dialing other extensions over the intercomm and leaving VM consisting of tone beeps.
