getting the modify date from a file in the web server

I have a text file in my web server that is needed to be downloaded by user to want to access a application.
How can I get the modify date of my text file in the server and compare it with the one in the user's desktop to see which is newer so I may upgrade the newest text file for them when necessary

I need to type in a URL to get the text file in the server so file scripting is not possible as I need to put in a url.
