Getting a weird error when installing MetaFrame Presentatin Server 4.0 1

I am trying to install MetaFrame Presentation Server 4.0 on a Windows2003 Server (SP1). I am getting a weird error when trying to install.
I get an error that says : Citrix MetaFrame Presentation Server for Windows can only be installed on Windows 2000/2003 Server with Terminal Services running in application mode. Setup will now exit.
I have never seen this before when installing MetaFrame. I went to cmd and did a change user /install.
But it just says install mode does not apply to a Terminal Server configured for remote administration.
Maybe I forgot to install something else??? Any thoughts?
 
You will need to uninstall and reinstall the terminal services "module" (reboot inbetween).

When you reinstall make sure you choose Application Server Mode

OK. Some other Citrix things did get installed. Should I uninstall them first? Or is it ok if I leave them.
 
Yes uninstall Citrix first. Sorry, forgot about that. (Was not sure how far you had gotten)

Uggh. I still get the same error. Since this is a new server. Maybe I should re-install Windows.
 
How about setting up the Server to act as a TS Server?
