Boss: The place looks a right tip - get it sorted before the MD comes round!

Approach #1

Me: Listen up bleepholes! Boss wants this sty cleaned up - so let's tidy!

[chorus of oprobrious invective]

Approach #2

Me: Errmm... could I have your attention for a moment, please? Err... listen everyone please! Thanks, errr.. the Boss said it's untidy in here, not naming anyone or anything, but err.. she wants us to tidy up a bit so do you think you could umm.. you know, with your own areas, and ...?

[giggles, muttering, inactivity]

Approach #3

Me: Shelly, I need this place spick and span by three pee emm for the MD's visit - can you help me round up a few folks and blitz it?

Shelley: Well, I would, but I'm already maxed out - try Delores.

[repeat with all staff until I end up doing it myself]

See, to me tipping people was invented for making them want to do the job so hourly wages and overtimes.
I think it is in human nature not to care if there is nothing in it for them unless there is a threat to kill or something:)
Discipline is hard to implement even in your own family with your own home so if there is nothing you can offer result is hard to get.
I care because I imediately imagined myself in your shoes and i would be like 'let's clean up' but I would have no idea how to lead others except calling them names, cursing and being physically abusive:) I wish I could have it done nicely though...
 
If people are naturally unhelpful you need to motivate or manipulate them into doing what you want. Basically you use a carrot or stick approach.

There is a hard nosed (stick) view which is some sort of bullying (names/cursing), hostage taking (depending on your office: hiding the kettle or coffee urn so no one can have a hot drink until the job is done) or naming and shaming (if you don't help out I will have to tell Jack that you were unco-operative and not a team player).

Given a lack of budget and authority you don't have many options on the carrot front, so you could: volunteer to make all the drinks for the rest of the day for those that help or make sure that the names of those that clean up will be passed to Jack, and thereon to the MD so they will be seen as helpful, teamplayers.
The first is basic bribery and the second is obviously the same as the stick method but with a positive slant on it. The bonus is with the positive spin, people will be more willing (hopefully) to go out of their way to help and in return they get no time off, no extra money or anything other than a thank you that the management should give out with a smile (on the basis it costs them nothing and their problem has been solved) Jack (or you if you get promoted!) should call all those who help together and publicly thank them, while the others can be left at their desks, but within earshot).

The problem is that different people respond to different approaches and you may need to vary it on an individual basis. BTW I would also prefer the military approach - so shall it be said, so shall it be done. Much simpler.
