I have used Generator in an offline mode to allow non-tech/non-designer users make their own graphics and link them to a database and HTML pages.
This allows a user to create navigational elements and to create banners, which
-advertise something insite that the client wants users to be aware of
-enables short-term items to be put up on a site and provides dynamic navigation to them
-keeps everything looking the way that the designer wants it to look
-can be done by the non-tech/non-design users using only a simple browser interface
-links the user-created graphics to (for example) news items or special offers

and you will see the 'banners' on the left hand side of the page. These were made by clerical staff when they entered news items using an HTML interface with embedded Flash components.
Also take a look at
- you'll need to register but that's no big deal - and you'll see the banners that their clerical and marketing staff created using a simpler HTML interface.
