Generating a list of tags in a given template

I'm trying to create a standalone table of the tags used in any given template. Is there a utility or command I can use to do this?

Paragraph tools from siliconprairiesoftware.com will create a list of tags for you and let you do a lot more manipulation of tags such as deleted unused etc.
