I've just built a new box based around a GA-7VAXP, with a 1300 duron, and win 98Lite installed. Whenever I try to shutdown the box restarts.

I've tried clean install onto a new hdd and tried swapping the power switch connections aropund on the motherboard.

Any ideas?

I had a similar problem with my GA7-VAXP that turned out to be a couple of the terminals in the main power plug to motherboard burning out!
The terminals on my Enermax PSU appeared to be "loose" not a tight fit, which was causing poor contact resulting in generated heat (the plug was going brown around two of the red +5volt terminals)
These poor connections were causing random shut downs and ghost reboots. Martin

Replying helps further our knowledge, without comment leaves us wondering.

Turns out If i disable "Wake on PME" in the BIOS, evcerything is fine.

Course, i've no idea what "Wake on PME" is.
