Does it do this while windows is loading, even in safe mode?

If so I've seen the following steps fix the problem.
Bot your computer to the Win98 CD. And run the following command from the CD setup /pf
This will start the windows setup. It'll ask if your want to make a backup of current system. I would recommend doing so just in case. When it asks if you want to do a typical or a custom install choose custom. Then it should continue on without asking for anymore information. Once it is done see if windows boots OK.

Note this assuming your running Win98.
Regards Please provide feedback, good or bad.
And I'm always open to new suggestions or ideas.

Regards

Assuming you have Win98 then this article may help:

I would boot to safe mode and see if the problem persists. If it does not, it is in one of the files being loaded after the basic required files are loaded. Run 'msconfig' and uncheck all extraneous programs in the startup tab. If the problem is solved, recheck each file one-by-one until the problem reappears. I have found that it is usually a file from a program you most recently loaded.
It can't hurt to run scanreg/fix from the DOS prompt. This will repair most registry problems.
This is a tough problem with many answers. Start with these obvious solutions first.
Good luck
