is there a default password after being transferd with the FTR9*0 or is the config password the one to use.Thanks in advance .

Not a default passwword. You have to set one up for the RAD.

One more thing if a norstar dosen't have a RAD external can you still connect remote with FTR9*0 by calling the operator? thanks in advance

No

F9*0 is used to connect to a RAD, if no RAD then no connect.

Sorry I didnt say what system it is , it's a Norstar MICs rls4.1

There is no initial password that is setup on an external RAD. If you need to get access, you can reset the password using the RAD reset function.
