FTP Windows 2000 Server not working

I've followed standard instructions for setting up FTP service on our server and yet when I test the connection I get the following message. Why do I get this on the server?

C:\Documents and Settings\PWC\My Documents>ftp localhost
Connected to gcu-server.gcu.
Connection closed by remote host.

On remote computers I get...

C:\Documents and Settings\PC>ftp 10.0.0.1
> ftp: connect :Unknown error number

I've deleted the connection and re-established it several times. Restarted IIS. Changed directores. Etc.

Check your security in IIS. Check the box to Only Allow Anonymous Connections.
