FTP upload errors via DSL

I am running WXP Pro SP2, westell VersaLink 327W, and Verizon DSL service.

Whenever I attempt to upload a group of files via FTP, I get irregular failures of the form 500: STOR '<file name>': unknown command.

This occurs on any size file and appears to be statistical (about 1 failure in 10-15 files)

I also get occaional failures when deleting or browsing.

The errors occur regardless of my FTP client (IE, HomeSite, NO Fusion, or FTP Explorer)

After 2.5 hours with Verizon Tech support they told me they don't provide support for my problem - go away.

I may be stuck with Verizon for a year due to the contract, so I would prefer not changing ISPs yet.

I am assuming that this is a configuration issue on my end.

Ideas?

There is passive and active FTP. I don't think you can set that using IE, but most FTP clients do have a setting. I believe the default on most is Active - try passive. That has worked for me in the past.

Been there done that.

Passive mode was worse, and yes there is an option in IE for it.

I also tried

switching on the MRU Negotiation flag in the modem.
Increasing time out and buffer sizes in modem.
Turn off the fire wall
Turn off Antivirus stuff

That's all I can remember at the moment
