FTP slow connection

Please help me with this. I´m running IIS 5 on a win2000server. My problem is that it´s slow to upload files. About 8 min for 7MB on a 10MB connection. And even worse the user gets disconnected all the time! He can´t upload all his file. The FTPserver setting is to disconnect after 15 minutes. But this happends after 6 minutes.

It´s urgent whats wrong???

I have ping (-t) the ftpserver and it lost 4 packets. Then I pinged another ftpserver in the same DMZ and it lost 3 packets.
What do you think the problem is, the servers or somewhere in the network or firewall?

 
lots of things can cause FTP speed issues

loosing packets could be a firewall issue or it could be dropping them depends on how it's configured. is the ftp client using passive (PASV) mode FTP, some firewalls will block or limit passive mode as it can look like a port scan

Is the users connection asymmetric? as upstream speed is much lower on DSL connections.
Any contention on the connection?

have a look through forum586 (ethernet) as well, may be some answers there as it doesn't sound like an IIS issue
