FTP site doesn't have "security accounts" tab

I'm following these instructions from microsoft:

to create a ftp site that isolates users using active directory. I'm running a windows 2003 server. Everytime I create the ftp site, I right click it and select properties, but no "security accounts" tab shows up. I've been racking my brain to figure this out, and I just can't find the answer. Is it not supposed to be there?

Also, I can't figure out how to set the ftp home directory for users. Anyone know how to do it?

UPDATE:
Ok, I'll ignore the "security account" tab for now. I found out how to set the home directories.

iisftp.vbs /SetADProp [username] FTPRoot [root directory]
iisftp.vbs /SetADProp [username] FTPDir [starting directory]

Now I can't log in for some reason through ftp :( even using the admin account :/ I'll probably post a new thread about it though.
