FTP root failed on Solaris 7 1

I have 2 E450 Servers loaded with solaris 7 ,I can't FTP to these servers with root account ,any other login can FTP.
I checked /etc/ftpusers, but it is not there, I tried even to create it and left it empty,but no way.
Any one knows what is the problem ?

Do you have a file /etc/shells, and if so is the root shell from /etc/passwd included within it? If not, you need to add it in there before you can ftp. HTH.
