FTP questions

Hello,
I have installed Win2K Advanced Webserver - named FServer.
It is not domain controller, it is in a workgroup FNC.
There are other computers which have installed Win98.
One of the computers I'm using for testing has logon user Usr98.
I want to set up a specific user FReadUser with specific password to have ftp access to read a folder.
Then another user FWriteUser, and password, to have rights to write to that folder.
I dissalowed anonymous login.
But when I tryed to login ftp://FReadUser@FServer/
it asked me for password, but I got error 500 - Access denied.
I also tried ftp> open FServer from DOS prompt, but got 2 rows
connected
disconnected
without any error, but it not asked me for user/password.

I registered also Usr98 on Win2K as local user,
but frp://Usr98@Fserver/ again gave me error 500.

What to do in order to have my users to have FTP access?

The problem is form users from Win98.

I have a similar problem from a win2k client, The user account is valid but the user cannot log into the ftp server. If I change the user's group to Administrators they are able to get into the ftp site but I don't want them to have admin access to the server.
