FTP - no login prompt on AIX

I have an AIX and I want to use FTP onto another AIX server as another user other than root but when I type ftp hostname there is no login prompt to enter my username / password. If I issue the same command as user root I can login and connect to the remote server.
I have checked for these files /etc/ftpusers and /etc/ftpaccess.ctl but they are not there.
I am not sure why the system is behaving like this.
 
Is FTP running/enabled on the server?
