FTP anonymous permissions

I have set up a site on a Windows 2003 Ent server with IIS 6. I have set it up so that people can access teh site via a web browser. All connectivity works fine. I want a anonymous account that allows users to log on and be able to copy files to the site as well as download them. However I obviously don't want users to be able to delete folders or files. When I deny delete permissions the anonymous logon now requests a username and pass to get on the site. I have tried to use the built in account and I have also tried to create an user account that has deny delete folders/files as well. I guess my question is: How do I create an account that is anonymous, allows users to copy files/folders to the site as well as download but not delete. I looked through a lot of threads but i couldn't find anything that specifically addresses this issue. If I misseed one I apologize. Thanks for any help and/or suggestions in this situation.
 
IUSR_... and IWAM_... accounts that you need to use...
I wouldn't use deny option unless I have to. You need to remove modify right only.
