It does not matter what you use they are just tools.. it's the person that makes the site.. the site is only as good as the designer.
Frontpage 2000 does not change the code
fp 07/98 can.. fp02 adds xml coding - backward step
apart from that fp 2000 can do anything any other wysiwyg editor can do.
The best way is to use each tool for what it does best and use them all together if your able to buy the goods.
Igore ANYONE that tells you one editor is better than any other.. it's you that does the work and that .. is the simply the whole story. If your only able to buy one tool put down what you need it to do, ask if that tool will do it, look at your budget and decide.

I would say do some more research on site design first but your graphics are first rate.. you've got what it takes.. just need to learn a few standard 'rules' check out this site for things that you should and should not do..
For instance
Put alt tags on pictures
configure backgrounds
take off counter
too much scrolling and animations -
scrolling up instead of across more classy
animations is it necessary?
guest book take off.. use dw more interactive
use lower case on file names you never know when you have to move to a unix server and netscrape does not like uppercase.
you need meta tags for se's.
Don't forget that FrontPage requires FrontPage Extensions to be installed on the server where you store your website. Without these, some of the 'special' things that FP does (like database connectivity) isn't possible. These extensions can be tempermental, and some network admins won't install them (or not properly). Make sure your webserver has this stuff before you sign up/make your site. Check out
