Frontpage 98 hyperlink ToolTips

How do I set up a hyperlink so that when the user is viewing the page with his/her cursor on a hyperlink(without clicking) that a tooltip pops up displaying some text? <br>
Any help is appreciated...thks

4. You could also always create images out of your text links then give them alt text. <br>

Keep in mind that while choices 1, 2, and 3 are cool, it can only be used for version 4+ browsers.<br>
