how does one upgrade to a higher version? and would i need to upgrade the modulaes as well (since i assume some have been modified) and is there a command to upgrade all modules installed

i created a list of all modules installed and am gonna just install latest activestate then reinstall modules - wish there was an easier way. I'm doing this cause when (in command prompt / windows enviroment) i initiate ppm i get this error:

Element 'IMPLEMEMTATION' must contain a 'CODEBASE' element. at C:/Perl/site/lib/PPM.pm line 1684.
