from an extension can you transfer a call from the attendant console?

trying to figure out why we cannot transfer an attendant call from a user.

For example: Attendant console calls a user ext. xxx, Ext. xxx. tries to transfer the call to another extension and gets denial event 1644: Orig block/invalid digits D1=0x573a D2=0x262f

Has anybody run into this or is it even possible to transfer an attendant call to another extension?

Is there some sort of document anywhere that says it's not possible?
