Frigid start will not move cards out of surrogate mode

V7, after frigid start, sees cards, but never comes out of surrogate mode status of the cards. Tried doing a backup to file and restore, completed OK. When I do a system inventory, it just sees the processor, not any of the installed cards.

Single carrier

how can you have a single carrier, the main carrier with a processor ,and you need one atl or mlx module for the operator, leaves only 3 more slots ,and trying to get 9 012 card
