Panasonic mobile app is not free, needs a license on Panasonic license server as well as the ip extension license on the system
Xlite is not free anymore. Has a trial period
For a Windows PC I would use the softphone
All third party sip apps will require a third party sip license on the system

Only thing to watch is if you’re using a sip phone through the media relay, you might have to remove the video codecs being sent an it can stop the phone from connecting if a video is codecs is in the header
