Free Online Test Call?

Anyone know of a free online service that allows you to make phone calls?

I mainly want it for test calls when I'm setting up vectors. I have a cell phone, but occasionally I'm tied up on a meeting on it and want to perform a test call as if I'm an outside caller from a different area code. I really don't want to get a second cell phone. I don't necessarily need a DID. Just something that makes domestic outbound calls.

Ten years ago, I recall services like this existing....but maybe not as much anymore because all long distance calls on a cell phone are free now.
Anyway, if anyone can recommend a free resource, I'd appreciate it.
